Legislative Update

I am pleased to update you on the progress of legislation I have authored this session.

AB 1668 (Right to Try Act): would allow terminally ill patients to seek an investigational drug, product, or device from a product manufacturer when other treatment options have been exhausted. It would remove barriers for patients who need to immediately obtain those treatments, and protects physicians, hospitals, and manufacturers from retribution. SB 1072 (School Bus Safety): would require school buses in California to be equipped with child-safety alarm systems to ensure that children are not left on buses unattended and in potentially hazardous circumstances. (Co-authored with Senator Tony Mendoza)

AB 1710 (Clean Affordable Vehicle Program) : implements a targeted program to promote technologically advanced light-duty vehicle deployment in disadvantaged communities. Increasing access to clean transportation will bring much needed environmental benefits to our communities, including reduced air pollutants and greenhouse gas emissions.

AB 2079 (Staffing Ratios at Nursing Facilities): requires skilled nursing facilities to publicly post, at all times, the number of direct caregivers on duty and ensure a minimum number of hours of care by instituting specified staff-to-patient ratios per shift. This bill would raise the minimum number of direct care service hours from 3.2 to 4.1, transforming the care and environment in nursing homes to provide a more person-centered level of care.

AB 2231 (Civil Penalties for Care Facilities): increases the civil penalty for repeat violations (other than death and serious bodily injury) in care facilities. For repeat violations, the civil penalty is increased to $100 per day. For more serious violations, a $500 immediate penalty is imposed, and $100 per day that the violation continues. For repeat serious violations, a $1,000 immediate penalty is imposed, and $100 per day that the violation continues.

AB 2546 (Financial Literacy): requires the Instructional Quality Commission to include financial literacy in six different grade levels during its next curriculum framework update. Specifically, AB 2546 will require the addition of two courses of age-appropriate financial education in kindergarten through 5th grade, two courses in middle school, and two courses in high school.

AB 1899 (Life Insurance Test Languages): requires the California Department of Insurance to offer the examination for a license of a life agent, life-only agent, and accident and health agent in both English and Spanish. In addition to protecting Spanish-speaking consumers from miscommunication or fraud, the measure would provide native Spanish speakers an equal opportunity to take a licensure examination and enter an important part of the workforce.

AB 2320 (Drone Regulation): clarifies that it is unlawful to employ unmanned aircraft systems (UAS) in the conduct of activities already unlawful in California. Specifically, AB 2320 prohibits: the use of UAS to knowingly and intentionally interfere with "first-responder" law enforcement or emergency personnel at the scene of an emergency; the use of UAS by Registered Sex Offenders; the use of UAS to knowingly and intentionally introduce contraband into a correctional facility; the use of UAS to knowingly and intentionally engage in stalking, harassment or violate a restraining order.

AB 1687 (Employment and date of birth): requires web sites that provide employment related services on a subscription basis to remove date of birth information on the request of the subscriber. The measure will prohibit commercial online entertainment employment service providers from publishing or sharing a subscriber's birthdate or age information upon request by the subscriber.

AB 2282 (Investment Limits): limits institutional investors who buy single-family homes for the purposes of keeping them as perpetual rental properties. AB 2282 limits the total amount of single-family homes that can be purchased, owned, and used more than intermittently as rental properties in a given zip code. Further, the measure also requires the Department of Housing and Community Development to obtain data on the number of existing single-family home rentals to help identify where the majority of these investment activities are taking place.

I was proud to receive the Legislator of the Year Award from the California Assisted Living Association. CALA is devoted to advocating for quality of care in our state's Residential Care Facilities for the Elderly and I'm proud to join them as we continue the fight for appropriate oversight and protect our most vulnerable populations.

The Santa Fe Springs Art Fest will bring over 200 local artists to exhibit their diverse artwork throughout the historic Clarke Estate. The event will showcase a variety of artisans, workshops, musical performances and local organizations. Hope to see you there!

Earthquake Preparedness Month

April is California Earthquake Preparedness Month. It is a public awareness campaign designed to educate all Californians about the earthquake risk in California and the steps we can take to reduce the risk of death, injury and property loss.

The tragic earthquakes that occurred throughout the world, and the recent seismic activity in our region, remind us of the importance of being prepared for an earthquake. Below are a few tips on how to plan for a natural disaster.

  • Practice the "drop, cover and hold on," earthquake safety action with children. By getting under the nearest table or desk or against an interior wall, covering your head and neck and holding on (even if it is just to your head and neck), potential earthquake victims can reduce their risk of injury;
  • Prepare a 72-hour emergency kit that includes food, water, first-aid supplies, a battery operated radio, prescription drugs and a flashlight;
  • Ensure your house is bolted to its foundation and have your chimneys, roofs and walls checked for stability;
  • Secure your water heater and major appliances, including any tall or heavy furniture, mirrors, bookcases, computers and picture frames; and
  • Know the safe areas in each room, such as under a sturdy table or desk or against interior walls.

Small Business Crawl in Uptown Whittier

Many thanks to the Whittier Area Chamber of Commerce, Google, & Facebook for joining the Internet Association and me for ‪#CrawlWhittier yesterday. It was great to hear success stories from our local small business owners about how the internet and social media help grow their business, expand outreach, and connect with customers around the globe. Storm Preparedness: El Niño

El Niño is expected to bring heavy rainfall this year, which could lead to devastating flooding, especially in areas affected by prolonged drought and recent wildfires.

California residents should take steps now to protect their homes, prepare emergency kits and develop emergency response plans. Officials have also been urging Californians to purchase flood insurance, especially those living in high-risk areas. There is a 30-day waiting period before the insurance goes into effect. Please visit floodsmart.gov to assess flood risk, purchase insurance and view tips to prepare for floods.

Veterans Driver's License and ID Card

Veterans have earned a wide range of benefits through their service to our country. However, it can be difficult for vets to verify their service in order to acquire those benefits. In fact, not having proof of military service is one of the biggest obstacles veterans face gaining access to resources, benefits, and services.

California is now offering specially designated ID cards so veterans can easily prove their eligibility to receive state and federal veterans benefits. Under the new program, veterans will have a special designation on their driver's license or ID card, which will make it easier for them to access the benefits they deserve.

Earned Income Tax Credit

California is now offering an Earned Income Tax Credit (EITC) for working low-income families and individuals. The state Earned Income Tax Credit is provided in addition to the federal Earned Income Tax Credit, and can provide up to $2,600 for qualifying families.

California households with adjusted gross incomes of less than $6,580 if there are no qualifying children, less than $9,880 if there is one qualifying child, or less than $13,870 if there are two or more qualifying children are eligible for the credit.
